Orissa Govt launches Dakshyata for Capacity Building of PRIs

On the occasion of Panchayati Raj Diwas on Wednesday, Panchayati Raj Minister Raghunath Mohanty launched project Dakshyata for capacity building of the Panchayati Raj Institutions (PRIs) and their members. The project is supported by UNDP and DFID.
Addressing a Press conference, Mohanty said the project would help the PRI members be well acquainted- with various procedures and processes of handling the PR structures, system and the operational modalities in Orissa in the light of the constitutional provisions and various programmes of the Government. It would also provide appropriate and necessary training to different stakeholders under the Panchayati Raj system for improved governance through better inter-and-intra-institutional relationships and coordination. It would also try to establish an efficient and reliable capacity building system and to develop a standardised capacity building framework and relevant capacity building policy of the State.
He further said the project planned to build capacity of about 30,000 functionaries of within 10 months. It would include the president, vice-president and members of Zilla Parishad, chairperson, vice-chairpersons and members of Panchayat Samitis, sarpanches and naib sarpanches of Gram Panchayat, Panchayat Executive Officers and Gram Panchayat secretaries within 10 months.
The State Institute for Rural Development (SIRD) will take collaborative effort with selected capable agencies to produce standardised training modules, manuals and materials and training kits. " The SIRD will be developing 100 State-level trainers and 400 district-level trainers to conduct a large-scale training programme with given equal parameters. Each of the clientele will be given about 15 days training through five different modules that include Rules and Role clarity and Responsibilities of the PRIs, Financial Account and Management, Transparency and Accountability, Social Welfare schemes and other line department schemes, Rural Development schemes in PR department," Mohanty said.
